The herbarium was founded by Dr. Emilian "Ţopa, in 1965. Currently, it includes over 48,000 sheets. The plants are grouped by families and genera in the general herbarium, and by centuries in the Flora Moldaviae et Dobrogeae Exsiccata collection.
The preserved plants are collected from the field by the botanical garden staff and other botanists, or come from donations made by specialists from the country and abroad. The donations of Professor Dr. Constantin Papp, Professor Dr. Constantin Burduja and Lecturer Dr. Gheorghe Mihai are noteworthy. Some of the herbarium sheets come from the exchange with herbaria from other countries.
At the request of specialists from the country or abroad, herbarium sheets can be consulted on site, or borrowed for a specific period.
In order to make known the flora of the Eastern part of Romania (especially the flora of Moldavia and Dobrogea), starting with 1968, Flora Moldaviae et Dobrogeae Exsiccata has been periodically published. This herbarium material is also used for exchange with over 30 similar units from the country and abroad. Up to now, 9 centuries have been realized, as follows: centuries I, II and III (1968, 1970, 1972) edited by Emilian Topa and Elena Marin, centuries IV, V and VI (1976, 1981, 1985) edited by Maria Lazar and Mandache Leocov, century VII (1988) edited by Ion Sarbu and Mandache Leocov, century VIII (1994) edited by Ion Sarbu and Mihai Mititiuc and century IX (2005) edited by Adrian Oprea and Mihai Mititiuc.
Over time, the coordinators of the herbarium have been: botanist Elena Marin (1968-1977), botanist Maria Lazar (1977-1984), senior researcher Dr. Ion Sarbu (1985-2003), and currently the herbarium is coordinated by biologist Dr. Adrian Oprea (since 2003).
